The Bureau of Mental Health is responsible for mental health service delivery to New York City consumers. Through contracting directly with NYC service providers, the Bureau is responsible for developing, procuring and overseeing over $200 million of treatment, rehabilitation, housing, care coordination and advocacy programs; and Assisted Outpatient Treatment. The Bureau is also responsible for implementing and overseeing adult mental health focused Thrive NYC initiatives.
A new Office of Cross-Systems Initiatives will be responsible for a portfolio of contracted services and special projects that involve close coordination with other City Agencies as well as Performing Provider Sytems (PPS).
We seek a Director for this Office reporting to the Chief Program Officer within the Mental Health bureau. The Chief Program Officer is responsible for all of the mental health system contractual programmatic services in the Bureau, in addition to meeting the needs of New Yorkers with mental health concerns who may fall through the cracks of the system.
A critical project in this office is NYC Well, one of the initiatives of the Thrive NYC mental health roadmap- a comprehensive public health approach to mental health. NYC Well is designed to provide NYC residents with options for accessing crisis and other services – providing 24/7/365 connection to trained behavioral health specialists via phone, text and internet based communication (chat) and 7 Core Support Services including Crisis Counseling, Peer Support and follow up on calls/text messages/internet chats.
Other critical work includes oversight of work with the homeless services system, and oversight of the work with integration of substance use and mental health including tobacco cessation, and other aspects of health and mental health.
The Director will:
-- Provide direct management and oversight of the NYC Well program through a contracted provider.
-- Manage all programmatic and contractual activities of NYC Well including: programmatic oversight, budgetary oversight, coordination and collaboration with the contracted NYC Well leadership staff, oversight of metrics and data collection, communications about NYC Well, and program evaluation.
-- Collaborate strategically with the NYC Well leadership team via a contractual relationship and with DOHMH and City leadership on all aspects of this program.
-- Manage all aspects of NYC Well program/contract including managing and monitoring timelines for NYC Well to develop, track, monitor and adapt the activities and timelines for this program.
-- Supervise staff person who has responsibility for program oversight of mental health services for people who are homeless.
-- Supervise staff person who has responsibility for Health Integration and Co-occurring Disorder Integration.
-- Have analytic skills for programmatic monitoring and respond to ongoing and ad hoc data queries on NYC Well and other relevant programs.
-- Be an effective communicator, collaborator, strategic thinker, problem solver, and a team leader
-- Identify programmatic and system improvements that are revealed through summary data and point toward system improvements in New York City and NY State.
-- Work closely within the Bureau with the Office of Research and Evaluation, other bureau offices, other bureaus within the Division of Mental Hygiene and across the Department, and others around all aspects of NYC Well, NYC Safe and relevant programs.
-- Participate in broader efforts around the integration of NYC Well and NYC Safe across the Division, Department, NYC and NYS.
-- Lead and participate in establishing and maintaining the strategic direction of the NYC Well.
-- Prepare and present regular reports on NYC Well- activities and program performance, and other reports for other programs and services in the Office’s portfolio.
-- Track and monitor NYC Well and other initiatives for reporting within the Division, the Department and the Mayor’s Office.
