As Executive Director, (PIR), you will serve as an integral part of the VA transformation to an integrated healthcare system, modernizing process and capabilities to put the needs of the Veterans first thereby consolidating community care into a single program to improve the overall Veteran experience. You will address complex issues related to in-depth analysis of business processes, performance measures, design and development of reporting systems and requirements, workflow mapping and modification, and best practices models. You’ll facilitate the creation/development of various data warehouses for reporting and analytical needs and ensure consistency in VA health care services for analyzing and reporting information.
In this position as the Executive Director of the Performance Improvement and Reporting (PIR) directorate you’ll serve as the principle advisor to the ADUSH/CC and other key officials within the Department of Veterans Affairs (VA) on matters pertaining to VA’s oversight of healthcare data management and analytics in regards to the Department of Veterans Affairs mission and evaluation of business operations. Through a defined business strategy, you will analyze operational and financial performance, develop cost containment and expansion strategies, and help senior leadership refine department level initiatives through the use of accurate data. The leader will be part of strategy discussions within the regional leadership structure regarding key areas of focus to develop and manage the next generation of solutions that empower the organization to move forward and provide data driven intelligence to meet organizational goals and, you will manage the PIR operations within their respective budget allowance included within the VA Community Care budget at approximately 10 billion for associated support, services and facilities.
The VA Community Care program is an evolving part of the Department of Veterans Affairs (VA) mission to provide eligible veterans with access to medical care. In support of legislation such as the Veterans Access, Choice and Accountability Act of 2014, the VA Community Care organization will help provide healthcare coverage flexibility to Veterans in receiving care through the VA, or providers in the community, by shaping the distribution and access to healthcare resources. As timely access to healthcare for Veterans continue to receive political, social, and economic consideration, the VA Community Care organization will monitor and address important policy-making decisions to ensure Veterans continue to receive the healthcare they need.
You will be responsible to ADUSH/CC and have the authority to select methods to accomplish work objectives and independently analyze and research issues for the accomplishment of the assigned duties. You’ll exercise judgment in establishing priorities to meet deadlines and keep the supervisor informed on the general progress and significant developments in work tasks.
The Executive Director, PIR exercises wide latitude for independent judgment and is expected to be authoritative in recommending actions on all matters within the purview of this position. You’ll operate independently with general strategic guidance provided by the ADUSH/CC. This position
provides leadership, direction, and supervision to a diverse group of multidisciplinary professionals and staff engaged in the global activities related to Community Care and associated activities. This includes oversight and direction over a variety of complex administrative programs from initiation through implementation. Through subordinate managers, you will provide appropriate advice, assistance, and executive oversight of business practices to ensure sound management practices as well as maximized efficiency and effectiveness of business line program services. This position has management and supervisory oversight of approximately 280 FTE.
You must possess extensive leadership experience in the health care arena, including significant experience in medical care and research of all types, and a high degree of leadership, motivation, self-direction, and initiative. In addition, you should be broadly acquainted with clinical treatment modalities, administrative and clinical support systems and is knowledgeable about multifaceted health care delivery systems and their relationship to external review organizations and academic medical centers as well as hospital and service level operations.
You must also possess leadership experience in the areas of healthcare operations, finance, enterprise risk management, internal controls, compliance, systems redesign (LEAN/LSS), and information systems engineering and management.
Typically, the qualifications for this role would be gained through education, experience and training which reflect progressive development and achievement in responsible management/executive level assignments in health care at a national or Network level; Medical Center Director, Associate Director, Chief of Staff, Program Director, similar or equivalent positions in a hospital/network/regional office or allied medical care facility. An individual's total experience and education must demonstrate the ability to perform the duties of the position.
