Under the supervision of the Chief Operating Officer, Cermak Health Services, works with Clinical and Corrections staff to identify and implement efficient processes that support the delivery of high quality health services. Employs techniques of Industrial Engineering and Six Sigma or similar quality improvement methodologies to analyze current processes, and to propose effective and cost efficient improvements. Implements policies and develops procedures that improve operations efficiency and quality. Designs and implements metrics systems to support the communication of organizational goals and to monitor performance. Collaborates with County and external IT resources as required to implement new processes and to develop and analyze performance. Mentors staff to introduce and institutionalize process analysis and quality improvement methodologies. Manages group of clinical data analysts.
This position is exempt from Career Service under the CCHHS Personnel Rules
Identifies and implements efficient processes that support the delivery of high quality health services while working with clinical and correctional staff.
Employs techniques of industrial engineering and Six Sigma or similar quality improvement methodologies to analyze current processes, and to propose effective and cost efficient improvements.
Implements policies and develops procedures that improve operation efficiency and quality.
Designs and implements metric systems to support the communication of organizational goals and to monitor performance.
Collaborates with County and external IT resources as required to implement new processes and to develop and analyze performance.
Mentors staff to introduce and institutionalize process analysis and quality improvement methodologies.
Manages a group of clinical data analysts.
Performs other duties as assigned.
Reports to the Chief Operating Officer, Cermak Health Services
Bachelor's Degree in Industrial Engineering, Computer Science or Health Administration from an accredited college or university is required. (Must provide official transcript at time of interview.)
Three (3) years of full-time work experience managing the implementation of significant process improvement initiatives that employ information technology (IT) is required.
Two (2) years of full-time professional experience in a public or private healthcare agency with exposure to clinical operations is strongly preferred.
Six Sigma training and certification (Green or Black Belt) is strongly preferred.
MUST MEET ALL REQUIRED QUALIFICATIONS AT TIME OF APPLICATION FILING.
Knowledge, Skills, Abilities and Other Characteristics
Knowledge of Six Sigma or other recognized quality improvement methodology.
Knowledge of statistics and analytical software (e.g. Minitab) to collect and analyze operating data and form valid statistical inferences.
Excellent oral and written communication skills, especially related to the development of presentations to oversight agencies.
Ability to prepare clear, concise, accurate reports including statistical analysis.
Ability to deal effectively with a variety of federal state and local/community officials and maintain cooperative working relationships with same.
Ability to conceptualize and implement process documentation that will support accreditation audits.
Ability to work effectively with accreditation auditors.
Ability to build and lead multidisciplinary teams and to train and mentor team members in process improvement tools and techniques.
